I’ve made a NPC Template but if a player wished to be a tagger, the arcane trickster could be used.

Graffiti

(transmutation cantrip)

Casting time: 1 action

Range: touch

Components: S

Duration: 10 days

Effect: Creates a 3′ by 3′ or smaller graffiti on a wall.

Typical Use of graffiti by gangs:

  • to mark a territory as its own
  • to convoke somebody
  • to officialize new members
  • as a warning
  • to challenge/taunt rivals
  • to indicate an alliance
  • to mark as « under protection »
  • to pay tribute to a deceased member
  • to boast of an accomplishment

Crossing out a gang graffiti is a dire insult that won’t go unresponded.
